Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Election Guidance, States Dutch Watchdog

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democracy just eight days before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots tested by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator explained in a analysis published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query exactly matches the stances of these parties, the report pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their political views, she added.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their operation is unclear and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on October 29 in an election that will be keenly observed across the continent for the showing of the Freedom party.

The right-leaning group of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.

Every significant political faction have rejected a coalition with the PVV, implying the party that comes second is highly probable to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
